What Constitutes an Act of Cyber War Under International Law?

Presented By: West LegalEdcenter

About the Event

Cyber weapons can disrupt an unprecedented range of targets, from government websites to nuclear power plants to critical infrastructure. This relatively new type of threat challenges many traditional notions of what constitutes war.

What do traditional legal terms such as “armed attack” or “act of war” mean in the context of cyber? Where is the threshold of use of force for cyber hostilities? This panel examines today’s cyber threats in the context of the international law of armed conflict. This includes a review of recent cyber hostilities and how they have been interpreted globally by government officials, legal scholars, and IT practitioners.
